One of its key cities ('Priority Cities') is La Crosse, Wisconsin - a Mississippi River town with a population of 50,000 that serves as a regional hub for entertainment, shopping, education, and health care. Cinnaire's key value is that

Toward that end, we are asking the team at Notre Dame to identify the current state of La Crosse's neighborhoods - who is lacking those opportunities and what speficially is missing.
